    Huh. Weird. I also wonder why only the Franklin toned. Perhaps a pinhole tear in the plastic?

    Do you like the toning pattern on this one?

    Sorry to say, I'm not terribly surprised. Your brother is very wise, and PCGS' ruling is reasonable - as I've mentioned already, that toning is very unusual for the date.

    I would resubmit to NGC. Not that they're more lenient on toning, but IMO, they can differentiate between AT and NT.

    Not worth the fees - the coin is most likely a 64, with an outside shot of 65, but no FBL. A 65 is not even worth $100. I mean, you could do it as part of "the experiment," but there is no reason to.

    The surfaces are cleaner than they appear in the picture. Many of the “marks” are actually toning. Based on the other coins in my collection, I’m pretty confident it’s at least 65. I only paid $40 for the whole mint set, so not much invested.

    It doesn't look questionable to me. If any details grade was picked, environmental damage would make more sense (although I don't see that either). The coin might do better at NGC (64 or 65) but you do have to consider if it's worth investing more fees into it (sometimes it isn't but we still do it just to prove a point :D).

    Also, the comment about NGC being more lenient on toning, isn't quite true. PCGS has let by a lot more (including quite a few examples that were closer to definite AT vs just questionable). NGC is a lot more conservative with modern toners (for example, take a look at all the toned Silver Eagles and modern proofs PCGS has graded). The places I've seen NGC be more lenient is with Indian Head and Lincoln Cents that have the MS70 look.

    So, my commentary on NGC still fits into the category of Neophyte. I’m not exactly sure what Lehigh said, I just interpreted the way that described it.
