The obv looks like a weak strike to me. The rev however appears like damage to me. The circular mark near the center looks like the coin was spun against another object, or another object was spun against the coin. Interesting though.
After viewing these photos, I'll update my earlier thoughts. Looks like it took a trim on a lathe. Perhaps someone was trying to make a magicians coin?
I believe it's damage for the following reasons: * I agree with other comments that a test strike should not have as much detail along the outer edges and still have weak centers * I would not expect metal to flow into the bottom edge of Washington's bust (looks like a complete fill), yet be so weak in the portrait. * I have trouble explaining how metal would leave the center of the reverse nearly devoid of details, yet it somehow managed to flow into the obverse portrait. * This is more subjective, but the rims/reeding look damaged, not really struck. Could this be from chucking into a lathe? Also, why would the reeding be weakly struck but the elements around the rim are much stronger? There is no reason for the metal to flow completely into the obverse letters, yet not fill the reeding in the collar. Just my thoughts
Love to see the results also. Best of luck I believe the coin will speak for itself when looked at by a numismatist. I like the coin it certainly caused conversation here.
Also, the middle that looks raised isn't. It is completely flat and feels like the rest of the quarter. picture makes it look as if something tried to puncture through it but it is only where the man's body is supposed to be.
Those who mentioned the weak edge, if it was altered by someone or something wouldn't the letters be missing or disfigured?
All the scratches at the rim indicate that this coin has been played with. I also see the curved lines others have mentioned. For now, I'm switching over to the altered coin folks but it is remotely possible it could be a mint error that someone ruined.
Not sure if it matters or not but i found this quarterr at the carwash. It was one in the vending machines that you get change from.

I don't work for them, I was making a joke. As in, if this quarter was worth enough money to sell on heritage I could retire at 35

Did you end up getting any information on this coin? I seem to have found a 2017 effigy mounds in similar condition. This is the only photo I have found that compares so would greatly appreciate any feed back you got.
