The mint is still making coins, it's just that people are staying at home and not many old ones are being put into circulation.

No, it changes nothing on the collector market. The circulation coin shortage is due to about a month of stoppage of circulation almost nationwide, so the supply cain was interrupted. Essential services were open, so they did business still, so the circulation got a lot narrower, and on the reopening, the circulation needs headed back to normal, while the supply of coins in circulation weren't there as normal. the demand exceeds the supply available. it will eventually balance out. but it has nothing to do with collector coins.
