1980 D Roosevelt Over Cleaned?

    This dime has a lot of heavy die scratches. The letters and numbers seem to be distorted due to that. IGWT the tops of the letters do not line up. Some are thicker and taller.     Looks like this coin was struck by well worn aggressively cleaned dies that had DDD. DDD is still heavy in the 0 of 1980 and the mint mark.
