Before we attempt a shot at an unknown link, it would be preferable if you added a question about this.
It is signs of a worn die. I see the beginnings of the "orange peel effect" especially in the obverse right field. If it's that mottled look you are seeing, this is what it is. There is also deterioration at the word "dollar".
