Slightly overweight but within tolerance. Environmental toning on one side can occur and it's normal. It's close to the rim because of Die Deterioration. Nothing major.
That is a normal weight for a copper over zinc penny from 1982 and after. Copper 3.1 weight was also produced in 1982. My opinion
It could be what is termed a "brass plated" cent. If there is enough zinc in the plating solution, it will give the cent a yellowish look. The more zinc in the solution, the yellower the cent.
