I'm considering submitting this coin to PCGS in the near future. Please GTG that PCGS will assign of the 1963 Franklin Half Dollar shown below. I have attached a poll for you to cast your vote and you may select up to 3 different things: the numerical grade, Full Bell Lines, & + grade.

I'm at MS65 but no FBL. If I remember correctly, PCGS requires just the lower bands to be full for FBL...but the lowest line of the lower set is pretty broken on the left half of the bell.

So, MS65. There are a couple larger marks below the bell on the reverse and a few hits on his jacket that limits the grade IMHO.

65, no FBL. Agree with Richie. Lower bell lines broken on left side, and weak in the center. Very nice luster. Flirting with 65+

I was debating between 64 and 65...gave it the benefit of doubt and went 65 based on luster. And I think it just misses FBL.

What is going on below E Pluribus Unum on the reverse? Are those die polishing lines or small hairlines? That area had me worried too as I couldn't quite tell what it was.

My take was they are die polish lines as they look to be raised to me.

I did lean towards that being the case (otherwise I don't think Lehigh would consider submitting it).

Die polish lines. They are very unidirectional, which is indicative of die polish.

I voted MS 66 No FBL. Here's a photo of what PCGS considers FBL and IMO the OP's coin don't think it quite makes it:

The two tics to the left of the crack appear to interrupt the line.

Actually...that is more in line with what NGC considers full bell lines. If you look at that same website page, there is a "minimum" FBL image which is the PCGS definition. That being said, I don't believe this coin meets that either.

MS 65 FBL - it’s die polish the coin came out of OGP mint set cellophane.

Ms 66. Can't be FBL with the reed hits right on the bottom line next to the bell crack.

I think it gets the 66. No FBL.

ASSUMING THE LINES UNDER EPU ARE DIE POLISH, then 65+, no FBL. The reed mark on Ben's bust is the kicker for grade. Sometimes PCGS won't care too much about it, in which case MS66, sometimes they do care, hence the MS65+. IMO if the reed marks had been on the reverse, say on some semi-focal area of the bell, then PCGS would grade it a 66, but PCGS is more picky for these on Franklin obverses.

While the bottom bell lines are viable for FBL, for 1963 PCGS TENDS to not give FBL unless they are pretty well striated, hence no FBL.

The result is in MS65, not full bell.
