I picked this up in an inexpensive PCS Stamp & Coins holder. It caught my naked eye due to a visible chunk missing from the C in "America", which I thought would probably be a pretty easy VAM diagnostic. But, I can't seem to find it.

So, first off, do you think the "Chunky C" is a result of the minting process or PMD?

And, can you help me attribute this?

Mild doubling on the 1 & 8 in the date, and something is going on with the 0 in the date too (this could be one of the overdate varieties, but, if so, those are *faint* overdates in MS & this olis only a VF-EF coin).

There's a dot on the lower end of the L in "Pluribus" & what looks like a star /star on the 6th star on the obverse (counting ccw, starting at 9:00)

The C looks like damage to the coin. It is a small O, set slightly high, slightly to the right. This is where I'd start with the attribution.
