Think about the minting process. How could that quarter have been minted like that? It couldn't, so it's simply damage after it left the mint.
Another great way to distinguish PMD from a cud is to look at the rim. When it is damaged, you can most often clearly see where the coin took a hit on the rim, causing the rim metal to move making the appearance of a cud.
