No, deterioration of the mm punch. The reason they occur where they do is that the mint mark punch to make the "S" has the thinnest protrusions there and the edges of the punch chip off there and leaves a small raised area. Some 'S' mintmarks show a bridge across the top and bottom openings from more breakage . Jim

While your photo of the date is good, you should always post FULL IMAGE size photos (after uploading, click on full image button) of the entire obverse and reverse, in focus, correctly orientated, and cropped to show just the coin with as little background as possible, and then close ups of areas you question. This will give the members the best possible way to give you responsible answers. Your coin appears to be just a worn die strike.
