Advice on a very ratty but cool note

Star notes are printed with serial numbers 00000001 to 99999999 with letters different for each ten million notes. The star note does not have the same serial number as the note that it replaces. The star tells the accountants in the old days to skip that number and verifies that the missing note was not stolen. High speed machine readers simply get the message to skip that number in their count.
