You can tell it's a 1948 because on a 1943 penny, the 3 is not symmetrical from the top to the bottom. It looks a little different. Compare a real 1943 steel penny to what a 3 would look like if someone were to change the 8 to a 3.
You got some very good information from some very knowledgeable numismatists. Your coin has been heavily damaged. Anything odd you're seeing is due entirely to the damage. The coin. Is not a 1943 copper cent, it is no 1942 underneath, and there is no doubling on the face. Should you feel that the information presented here isn't correct, you can always send it to a third party grading company for authentication. Poor ole coin ! It looks like it has been run over by cars hundreds of times. No matter what date it was it still would not be worth much to keep IMO .
