Yep. It's called circulation wear and tear, or PMD, post mint damage and can be found on many older coins. Keep looking and good luck.
What I'd like to know is what gave you the idea that something like this could have happened at the Mint? ~ Chris
@Chris Rudd ...seriously, please go to Wexler’s/doubleddie.com and read the section about how dies are made. Once you read it you will learn that the damage you see on the coins you find could not have happened at the Mint...Spark
Look like a wood chipper coin. Maybe a die crack on picture one. My guess is just a hacked up quarter. Can't see a coin like that leaving the US MINT
