That looks to be something else. Some weird design caused by a chemical. But post mint. Show full sized pictures of both sides with a black background.
I've seen something similar posted on CT before. Several years ago I believe. The person dipped it in acetone and it went away whatever it was.
Exactly not a struck thru threads. That coin is circulated and should not be confused with an actual error.
As mentioned, soak it in acetone to see if the "threads" remain or disappear. It does not appear to be a 'struck through' in my opinion.
