Because that's what the bust looks like, from what I can see. That and the style of the reverse is consistent with imitations of Tetricus.

Barbarous imitations are contemporary counterfeits from the Roman Empire engraved in poor style. Its often theorized that these came from beyond the official boundaries of the Empire, thus the term 'barbarous'. Here's another example: (not mine, unfortunately) Note that the legend consists mostly of I's!
