1934 Washington quarter; weak or heavy motto?

This one is in pretty rough shape, but what are the differences to look for in differentiating the weak & heavy motto?

So, both appear to be the medium motto variety?

 

Using your photos and judging by the W in WE, I'd agree that both are medium motto
