    Hard to tell by the pics, but it could be a thin clad layer, toned or altered. it does look like it has some pretty nasty scratches.
    I have some Nebraska quarters that toned very quickly that look similar.

    I have heard of something called a 'Sintered planchet', but I don't know much about them.

    I know acids will pull the copper to the surface but it will usually mess up the luster. That one looks pretty shiney so I'm not sure what happened to it wouldn't surprise me if it was post mint . ;)

    My guess it' been tampered with. Then of course there is that $0.80 for shipping and handling and postage thing.

    You can do something similar when you do a copper wash, i.e. wash a bunch of copper coins together and add detergent etc with the nickel plated coin and you get copper stains. Not too sure how it works but someone here that know their chemistry can possibly explain better of why that happens.
