I'm pretty new to the coin collecting thing but the thought crossed my mind, after going thru several rolls,
'why put back into circulation coins that have relatively low mintage if someone else needs them?'
Now when I say relatively low, I'm not talking 12 but under about 300 million or so.
The ones that you don't come across every day in change but might see from time to time and might already have.

Is there anywhere that had that sort of thing going? For those who just want to complete collections.

If you're talking about giving away coins, it happens all the time.
I couldn't begin to tell you how many I've given away, over the years, especially to to young people just getting started.

I agree. I pulled a 1939 out of a roll yesterday. Not worth much, but I'll try to find a kid who needs it.
