Is this a 1986 double mint mark D

    No, the coin is minted on Zinc. It's common and called split plate doubling. It's a form of NAV or No Added Value Doubling. Welcome to CT.

    Why? It's just a plating issue. Nothing major.

    That is actually Zinc Rot. Not another mint mark that's slanted.
