No, the coin is minted on Zinc. It's common and called split plate doubling. It's a form of NAV or No Added Value Doubling. Welcome to CT.

You know I have one like that too and it looks like a slanted D under the D I'll load some pictures in a few minutes

 

Why? It's just a plating issue. Nothing major.

That is actually Zinc Rot. Not another mint mark that's slanted.
