Nobody is disputing that the second coin is better, but it still has marks. One on the bridge of the nose, one on the shoulder and a bunch more on the reverse including on the steps. To me, the first coin is an MS66, and the second is an MS67. I have the coin in hand, those aren’t gashes on cheek, they are shallow marks. Agreed, they are in a bad place, the focal area, but considering the MS66s from the 70’s and 80’s I’ve been posting earlier this week with huge, deep marks in the focal areas, the shade that this 50-D is getting is really unwarranted. My first impression when I saw the coin in hand was that it was one of the nicest 50-Ds I’ve ever seen, and I’ve owned dozens.
Some of those 70s and 80s MS 66s were overgraded by quite a bit. Many people guessed under 66 there as well. And I called one of them a 64 (so it was two points over in my view). This 67 I can see being bumped to a 66 due to color, but to me it's still a 65+ as the mark (regardless of depth) sticks out. The 67 star has hits too, but they aren't as bothersome to the eye.

I'm going to buck the trend and say NO Star It's a nice coin, but the spot between the A and B on the obverse sticks out to me and it seems that copper/bronze/brass coins (especially world) have a higher threshold to meet before getting a star.
I think the inconsistency of the star designation is directly related to training within the ranks of the NGC grading team. It wouldn’t surprise me if some of the World Coin grading staff don’t even know about the star designation.
I do not physically have this coin back in hand yet, so I edited the cert verification image to show that it did receive the star. Currently, there are only two coins in the entire series from 1902 to 1967 that have received the star designation. The other one is a 1966 in MS-64. I have purposely removed the grade because this coin is currently the subject of my GTG thread.

I could believe it. It's hard to imagine how that could be, but there are so many examples that make one wonder. It would be nice if NGC went in and retrained all graders on how to apply the star more consistently.
