Yes, those are feeder finger scrapes. Notice that they are all in the fields and not across the devices. And that's as it should be.

 

I think the question would be about the diagonal lines on the left side of the reverse of the coin.

 

Edit: after looking more at the reverse I agree with the rest, feeder finger. The obverse has linear plating blisters.

I've found 1 1999 before but it isn't as nice as your example.

 

The struck feeder finger, I can appreciate, more than the nails which are struck
which I don't believe are accidental.
