    It's a SALVS REIPVBLICAE Victory dragging captive, like this one. Many emperors and mints issued coins like this. I can't say anything more specific because it has too few details otherwise.

    If you could show us a well-focused image of the obverse we might be able to tell you who the emperor was.

    I think the emperor is Don Carter, & this coinage commemorates a perfect game in competition (bowling), but I can't make out which one, it's too degraded...:D:p:jawdrop:
