Looks like it to me. There are probably more obverse die marriages than just the one listed. The mint was still hand punching mint marks for circulating small cents until 1990.
There are 3 known die marriages for 1988 D. Check at the top of the link I provided and you can see that it doesn’t match any of three. Could there be an unlisted one, maybe but doubtful as this is a sought after variety.
