I've been close to figuring this one out, but OCRE doesn't seem to have any with an SIS mint on it. I'm certain it's a Constans, maybe an AE3, and the mint Siscia. Sorry guys I'm really trying before I come here. There's similar backed ones, but they don't have the soldiers, but the two winged Victories. This coin was a chunky mess, so seeing this much detail was really awesome for me. Thanks in advance!
Looks like this to me: Constans AE4, Siscia, 346-348 AD. CONSTAN-S PF AVG, rosette-diademed, draped, cuirassed bust right / GLOR-IA EXERC-ITVS, two soldiers holding spears and shields with one standard between them. Chi-rho on banner. Mintmark: Delta SIS. RIC VIII Siscia 87.
