Poor man's doubled die on the date. Not sure on the E. Either a die chip or a retained lamination. I wouldn't consider it a BIE variety.
Looks like a die chip IMO. I wouldn't call it a BIE, but sometimes people can get a little loose with the definition. I don't think you would too much criticism if you include it with a collection of BIEs considering it's location
