I would agree that looks more like a countermark than a chopmark. India rupees with chopmarks are quite scarce - it didn't really fit in with the "trade dollar" weight that was preferred in China so it seems most of them were melted down. Frank Rose's book discusses this, as I dimly recall. Not a match, but it reminded me of the "Yong Kim" from Thailand countermarks on world coins. This is an extensive series, that appears to have been extensively counterfeited and/or "reissued" unofficially.
