I don't know what this error is called, but on ngccoin.com site it is called metallic dirt.
The most common form of this debris is a combination of metallic fillings and grease or oil which I will call "metallic dirt." (PHOTO #1) Metallic dirt will become imbedded in the recesses of the dies resulting in a coin struck with incomplete detail, missing portions of the design elements(ngccoin.com). Look in between the bridge and rhode island. Any comments? First pic is from ngccoin.com. 0503_Droppedphoto1_lg.jpg

You're grasping at straws. You have a well-circulated coin. That's all! ~ Chris

I think it is pretty easy to start seeing things (pareidolia) when you closely examine ever minute detail on coins. I see nothing but a circulated quarter.

I don't agree with grasping; it suggests a certain desperation, not the case. I do get what you guys are saying. I understand more each day.

It's raised so I think it would come off of the coin. Just circulated.

I really appreciate all the input. I am going to have it looked at at the coin show. I looked again with my loupe in the area in question and could see this magnified image "2". Thanks again!
