Im still relatively new to coin hunting and would like another opinion on if this could possibly be a legit 77 DDR.
Doubling is in all of United and some of America as well. I havent found any references or examples to compare.

    Looks like normal Mechanical Doubling..
Maybe some Die Deterioration Doubling also.
Not a true Doubled Die Variety.

    Not a new discovery IMHO

First, welcome to the neighborhood @FoundinTN !

You might also find mechanical doubling being called machine doubling or strike doubling or ejection doubling. They all mean the same thing and are readily identified by the "flat and shelf-like" appearance.

Notice the flat, shelf-like "doubling." This is machine doubling. Keep searching though. I keep some of the machine doubled coins I find because they are still kind of neat, so do as you please, but this coin doesnt have much value above face

I have the exact same year and true doubling on the same lettering. The letters must be pertruding not flat. Flat is mechanical. Believe me I have found many MDD's.
