Well, I'm not the error guy. But it doesn't look to me like the ends of the Memorial are raised; it looks like the center is pushed in. It also looks like the steps are mostly effaced, which I wouldn't expect if the coin emerged that way (they're recessed and protected), but would expect if somebody put it between strips of leather and walloped it with a small ball-peen hammer. But, again, I've never done that to a cent myself, and I haven't handled PIDT coins, so I'll be happy to yield to those with direct experience.
All the details are there. If this coin was walloped with a hammer you would see distortion not only the effects on the Obv but the rev. Die deterioration is seen on coins (some more than others) by early mid die state. If the dies are soft the die transfer becomes more and more evident.
