Judging by the circular patterns I would just say someone ground it down My grandfather did that a lot. He always said it was cheaper to grind down and drill a hole in a coin then to buy a washer
@Amanda Voss I would attribute that damage to a coin caught in between the fixed and spinning drum in a washing machine. I routinely fish out coins that get trapped there in my own washer...unfortunately. They have that appearance.
