I've had people who have bought items from me send money through paypal without the fee. Always get the money first.

Those talking about using eBay, there is really no benefit. The buyer would get more benefits while the seller would be paying an additional 10% in fees (if no eBay store).
If saving fees is a priority and F&F is selected, then there’s no insurance/protection. The F&F option is NOT supposed to be used for business. Not sure why you even mention it.
I don't believe it was Friends and Family but don't really know. Seems it was another way that it was sent. It is very rarely use paypal (1 time every year or so). In any event, I had no trouble obtaining the funds and I had them pay for shipping and insurance.
With PayPal there are really only two ways to send money. One is friends and family where the person receiving pays no fee. That is supposed to be used for friends and family. The other way is goods and services. In that case, the person receiving the money pays a 2.9% fee from the total plus a fixed $0.30 fee regardless of the amount. This method is meant for buying and selling.
Since I use it so seldom, I just don't pay attention. I tell them if they want to use paypal they have to include any fee with payment. Money shows up. I send item. Mostly I just tell them to send a PO or Walmart Money Order so that I can get funds before sending item.
