If it was steel and now it is copper plated it's worth around 1 cent. If it's a Chinese fake, pretending to be a copper 1943 it's worth zero. I'm not seeing this as a steelie, unless the lighting is bad. If it is steel and not cleaned or reprocessed even as much as .30 cents.
Run a magnet over it and if it sticks it’s steel. Normal steel pennies are worth around 45 cents. I think the history behind them is still very though.
