You're right. Not sure why some grade circulated morgans so low. Yours is at a minimum F15, debatable VF. But it is cleaned.
Yes, I agree that it would be VF. I use the PCGS Photograde app, here: https://www.pcgs.com/photograde/#/Morgan/Grades Based on the surface condition (it's been cleaned, and kinda beat up), the value may fall closer to a high F - but the coin has VF details.
