    Is this an error, the word liberty is the actual edge of the top layer of the quarter, thanks again

    Looks like a misaligned die. The hubs were also very worn, so everything was spread out towards the rims.

    Die Deterioration issue. Common on Copper Plated zinc cents. You have a good eye. And good questions.
