Chikity China, The Chinese Chicken I think this is the area where the nuance between cleaning, and conservation is defined. layman's definition: Conservation seems to mean revealing the coin behind the gunk without damaging the coin, whereas cleaning seems to mean removing or altering the material of the coin itself while trying to remove the gunk.
Keep in mind conservation should show no actual evidence of "cleaning"; much the same as proper dipping is not considered "cleaning". The thing that makes it obvious with this coin is the new bright white color. This same attribute has not made hundreds of thousands of Morgans net graded down from MS to AU, or AU to EF. I think these types of "conservation" efforts should not be left solely to NCS for profit. Everyone should have clearly defined boundaries set forth from the TPG's as to what cleaning and conservation are. The subject of conservation should be more widely taught as maybe people would then quit trying to clean(ruin) coins.

Nobody, not even ANACS, has ever mentioned cleaning on any slab. They only mention improper cleaning on the slab. So regardless of whether you call it conservation or cleaning - cleaning is still quite different from improper cleaning.
We've been down this NCS road a few times before. I agree with you though, they (TPGs) never mention "proper cleaning" only "improper cleaning." Take Care Ben
new or not their slab has the big words lightly cleaned in red on them. i personally think they will abandon this practice soon or fold up
