Everything is collectible, especially if you can put together a nice group of them. I would think that counterfeits are right up there with all sorts of exonumia.
That's a Three Cent Silver counterfeit made from hand-cut dies. It was made to defraud a shopkeeper - not a collector - meaning it is a contemporary counterfeit. The counterfeiter made his profit by shorting the coin on silver.
