One is just slightly worn which would not reduce the weight much, the other has extensive corrosion that would reduce the weight.
Acid will chew off that weight. If the coin was brand new looking and weighed 2.7 it would be below tolerance. A possible thinly rolled planchet. This coin is just damaged/ fried. Junker. As for the: This could be a... I see 1942. The 3 in 1943 is very easy to spot.
