Looks to be Environmental Damage. Something affected the surface but it is hard to say what. It is not a Mint Error of any kind.
It looks like it was struck with damaged / pitted dies. I would rule out environmental damage due to lack of discoloration and it looks to be uncirculated. Where did you acquire this coin? Can you post full size photos?
Environmental damage does not always include discoloration. You would be amazed at some metal detected coins I have found over the years. Tumbling around on beach soil. The roughness it causes the surface. Almost like a sandblasted effect.
Thanks. The reverse looks sandblasted with all the fine details gone. The obverse looks to have raised metal under the date. Would that be corrosion that has been painted over to make to coin one color?
I think it was cleaned with harsh chemical and never rinsed and the plated. The residue of the cleaning chemical is reacting with the plating. IMO
Something has obviously affected the coins surface. Be it a cleaning, the environment or anything else one can name. It's damaged and how really doesn't matter. It's worth face value. Since the coin is a '76 it's not plated so whatever affected this coin I'd spend it zndcwash my hands as I wouldn't want it on my other coins.

Even your photos show the entire surface of the coin has been affected. High and low areas, designs and even numbers and letters. Given the new photos I believe the coin has been soaked in an acid for a bit. It looks pinkish.
