ICG and Anacs are generally considered on par or close at #3 and #4 (after PCGS & NGC). Insider makes a solid point in the thread I originally linked as to why these should be graded. I could see Anacs doing the same. The top two are less likely to do so (unless there was enough demand for it).
Michael's Deli here in my hometown (Brunswick, Georgia) has a Shrimp Po' Boy that is pure awesomeness on a bun. This one ain't theirs (in fact, it's not nearly as good looking), but theirs is similar. (Not unlike the one pictured on that Wikipedia page.) They don't even use our famous Wild Georgia shrimp, but it sure is good. But we digress. Continue numismatic topic, as you were.
The reed count cannot help on this coin. If the Mint cannot be determined this works fine for ICG: 1889-( ). Same as off center coins...19( )-D.
