It doesn't. It's just marketing nonsense. Like Premium must be better than Regular, and Special Reserve must be better than Premium, and so on and so on...

There is coin dealer who advertises in the news papers who indicates that his BU coins are premium quality BU. In reality, they're sliders to '63's.

Why don't they put a PT Barnum label on these... there seems to be new ones made every time the mint come out with the newest and most limited item.

Is the silver eagle ending in 2020? And is congress going to pass a law to mint legal tender Morgan’s and peace dollars out of Carson city museum? And if they do, when would they announce it?

If this is supposed to be the Legacy Collection and nobody remembers what it means, that's not good...

    No and No...

The bill to mint the 2021 Morgan/Peace commemoratives is languishing in Congress. About 22 out of 300 co-sponsors have signed up so far and at least one competitive bill for the 2nd Commem slot that year is before congress (The Christa McAuliffe Commemorative Coin Act of 2019 is already law).

For mint products and/or TPG grading, follow the money.

No they are talking about adding some anti-counterfeiting features to the ASE.

The bill to create the 2021 Morgan and Peace dollars is stuck in committee and going nowhere so far.

And the bill for the Purple Heart Hall of Honor dollar is already ahead of the Morgan/Peace bill, it has passed in the house and gone to the Senate.

I bought one and the dealer said that after it leaves the mint there are artists who work on them to make them so perfect that MS-70 just didn't do them justice. So PCGS asked the powers that be if they could do something with the grading to put these coins in a class of their own and "Magnum Opus" was what they added to the grading of just these coins. As far as appreciation in value goes I personally think that being such a small amount of coins that have this distinction why wouldn't they see a good gain in value being so rare and beautiful?
    Thanks Brad

First, welcome to the neighborhood, Bradley!

The dealer that told you that is full of it. It's just a marketing ploy to sell the coins.
