There is coin dealer who advertises in the news papers who indicates that his BU coins are premium quality BU. In reality, they're sliders to '63's.

No and No... The bill to mint the 2021 Morgan/Peace commemoratives is languishing in Congress. No they are talking about adding some anti-counterfeiting features to the ASE. The bill to create the 2021 Morgan and Peace dollars is stuck in committee and going nowhere so far. And the bill for the Purple Heart Hall of Honor dollar is already ahead of the Morgan/Peace bill, it has passed in the house and gone to the Senate.
I bought one and the dealer said that after it leaves the mint there are artists who work on them to make them so perfect that MS-70 just didn't do them justice. So PCGS asked the powers that be if they could do something with the grading to put these coins in a class of their own and "Magnum Opus" was what they added to the grading of just these coins. As far as appreciation in value goes I personally think that being such a small amount of coins that have this distinction why wouldn't they see a good gain in value being so rare and beautiful?
