    No to both. It is not a 1990 s without mint mark, those were proof coins accidentally made with out the mint mark. Yours is a normal Philadelphia minted cent made for circulation. The doubling that you see is not from a doubled die, looks to me it is a plating issue or damage. Someone more versed in doubling will surely be along to help.

    Agreed, no to both. I'm sure the others will tell you to show pictures of both sides of the coin.

    Just a common Philadelphia minted cent.
    Worn Die Strike with Die Deterioration Doubling. Not a Doubled Die.
