Where is it located in relationship to the obverse face? What color is the debris? What does it weigh?

I don't think your coin is a rotated collar cud error. A collar cud is caused by a chip in the collar and not a Broken collar. There is a difference between a chipped and a broken collar/die. A broken collar would let metal protrude out beyond the edge of the coin. The anomaly in your third photo looks to be pressed into the coin and not protruding like a cud. I think you called it correctly as debris.

You say debris and I say cud.. I have my own opinion and I respect yours. Well whatever it could be it is still interesting.
A new thread would be in order for a different coin. I would like to see a better photos of the edge of the coin in this thread. Ones with less light reflection. And maybe you would answer my questions from post #4. I am trying to learn just like you and others that will read this thread. I also respect the opinions of other people and I am grateful for the opportunity to express my own.
There is only one known rotating collar break (collar chip) among modern issues, and it occurs on a half dollar. This is simply a collar chip.
