    Yes, that's a binary note. I think the circulation might remove any potential premium the bill might have @mpcusa @SteveInTampa

    It is also a Flipper Serial #
    Turn the note upside down and it reads
    88999888.. I like it!

    i don't think it is a true flipper the numbers is not the back to front.
    if i am wrong please correct me.

    It does not matter the order. A Flipper just means that it can be read upside down. Cool find!
