It doesn't look "net graded" to me. It's a damaged VG8. I'm also not surprised that the revered TPG's would slab it. They change the rules to fit the situation all the time. I could give you a list of bent, verdigris, graffiti and so on down the line coins in their slabs. At least ANACS has the decency to put the problems on the label.
