One or more of the TPGs have gotten REALLY fussy about 6 full steps. Your coin is certainly "full steps" by the 5-step standard. But to be 6 full steps there must be NO break whatsoever. That not only means because of the strike BUT also because of "damage". "Damage" includes not only post-Mint handling but also happenings in the Mint (coin-on-coin hits.) The "hit" on the bottom two steps just to the right of the "T" I think is okay. But the break in the bottom step between the "I" and "C" I don't think is. If I understand it all correctly your coin would probably come out as 5.5 steps.
Kanga is correct IMHO. 5.5.....if you sent it to get graded more than likley it would get called a 5- Full Steps. Speedy
