    . That all being said, is it a type of error or damage? Or just a penny with a thin copper plating?

    Plating issues on these lousy zinc cents are always an issue, but to tell you the truth, it looks more like something has gotten into the recesses. Try soaking it in acetone and use a toothpick to see if anything comes off. It certainly isn't a mint error, IMHO.
