    The key word in the law is -fraudulently-..A friend of mine who also recarves coins, recarved a wheat cent for President Bush as a gift , everything had to be checked out to make sure it was a legal, it was...Ebay, coin auctions, coin shops etc. all have checked and it,s legal..[ps] Also think about all those penny pressing machines that have been around for 50 plus years and the people who cut out mercury dimes for jewelry, it,s all legal as long as you don,t try to defraud someone..
