    Looks to be a worn die strike
    Struck through debris (compacted grease) on the date and lettering.

    Value?
    Whatever a collector is willing to pay for such an issue. I have a few in my collection that I paid $3.00 - $5.00 and some may say I paid too much.

    I think that paddyman98 gave a fair answer especially with the value. It might sell at a show or online for $10 if it sat for a long time for the right buyer.
