It is the Bank Note of Republic of China printed by The Union Preparation Bank of China in 1938.When Japanese invaded China,it set up seven puppet banks.The Union Preparation Bank of China is one of them.Its par value is one yuan. The images include front and rear.There is a fly dragon and Confucius image in front and a tower in rear.

The notes that the OP identifies as being from the Union Preparation Bank of China are from the Federal Reserve Bank of China. I suspect it is just a translation problem.
After July 7th Incident in 1937,Japanese invaded most of area of North of China,it set up Republic of China temporary government and seven puppet banks.The Union Preparation Bank of China is one of them.The bank was set up at Feb. 11 1938.The center located in BeiPing.

One thing i have always thought of when thinking about the Pick books... they are a GREAT resource for a general look into the currency of a country. But take a look at the Friedberg currency books and then look at the Pick books for US currency ... a HUGE differance. It could be possible the pick books just does not go that deep into the currency of Japans past, it just provides an overview. just a thought!
